Ontario Telemedicine Network (OTN) is seeking a Procurement Specialist.

In this role, you will work as key business partner to internal stakeholders to develop sourcing plans and provide guidance on internal procurement strategies, processes and policies. This role supports the overall procurement management process including but not limited to tendering, contracts creation, negotiation of business terms in conjunction with internal customers incorporating best value for money and highest value of service. In addition, the role needs to ensure the complete procurement process is in full compliance, adhering to the Broader Public Sector (BPS) Procurement Directive. The role is in OTN’s Toronto office and reports to the Manager, Procurement. 

Key Responsibilities:

  • Work collaboratively with functional groups on procurement planning; encompassing a problem solving, consultative and solution orientated approach to achieve objectives while mitigating compliance risk
  • Lead and facilitate the complete procurement process including support for the Statement of Work (SOW) drafting, communication with bidders; evaluation; debriefing (as required); pricing, contract negotiation and PO issuance with a focus on Requests for Quotations (RFQ’S) and RFP (Requests for Proposals) including warranties, licenses and support, renewals
  • Define the procurement scope and evaluation criteria for each project in collaboration with internal cross-functional stakeholders; review the overall project schedule and provide assistance in establishing and project managing the end to end procurement cycle
  • Support and collaborate with other Procurement and Contract Management staff for complex strategic initiatives
  • Work in collaboration with Contract Management to negotiate contracts, improved prices and terms of business with suppliers and review opportunities to make business savings utilizing negotiation and procurement best proactive tools and methods
  • Enhance and monitor the current Request for Acquisition (RFA) system to track open and close procurement requests via online work stream tracking system (Remedy)
  • Ensure all documentation is filed both electronically and in hard copy, in order to meet audit requirements
  • Vendor Management including supporting OTN internal customers to ensure compliance with contract deliverables and resolve service issues
  • Other duties; special projects as assigned to support portfolio 


Essential Qualifications:

  • University degree and or College diploma or relevant experience
  • 5+ years of Procurement related experience
  • Knowledge of and experience with procurement policies and procedures and or Broader Public Sector (BPS) Procurement Directive would be preferred
  • Public procurement experience with focus in information technology would be an asset;
  • Strong verbal, written communication and organizational skills
  • Strong project management skills
  • Strong Computer skills, Proficient in Microsoft Office Suite of products
  • Ability to work collaboratively to ensure projects are completed efficiently
  • Ability to maintain professional relationships with suppliers and internal clients
  • Strong team player who can create and maintain a team work environment
  • Business and operational experience, high level understanding of business processes
  • Exceptional Analytical skills - reporting and analysis, attention to detail
  • Required to undergo a criminal reference check 


Preferred Qualifications:

  • Knowledge of and experience with procurement policies and procedures and or Broader Public Sector (BPS) Procurement Directive would be preferred
  • Public procurement experience with focus in information technology would be an asset
